Replicate the rhythm of the first break in the second break by copying the high hat shuffle from the second eighth note to the fourth and fifth eighth note, then copy the kick-hat-snare chunk onto the section after that. Well, for me it went like this: Download lots and lots of breakbeats. Download a bunch of synths/patches for those synths. Start playing around in your DAW with those breaks, chopping them up and trying to layer bits of several on top of one another. Start adding some synths, maybe a bassline or just some FX stabs.
